Therefore, there is a need amongst professionals to be aware of a new set of systematic evaluation methods that are able to capture the impact of a program that will bring about changes in organisations. The population sample consisted of the Permanent Secretary, two Deputy Permanent Secretaries, and all fifty District Directors of the BMA. In organisational learning, the basic premise is a shift in the way that the members of the organisation will learn new ways to perceive and solve problems. In order to draw these various elements together, a professional development training policy designed to benefit present and future District Directors of the BMA was developed. The quantitative research component applied a three-round Delphi survey of the fifty District Directors. The work undertaken was a pilot project to identify the professional development needs of fifty District Directors employed by the Bangkok Metropolitan Administration, (BMA) Bangkok, Thailand, to produce an operational strategy for a learning organisation and an improvement in work quality. Сейчас нефтедобывающие компании отчисляют на ВМСБ в бюджеты всех уровней около 20 млрд. руб. в год по официально декларируемому ими уровню добычи нефти. Исходя из объемов реально продаваемой нефти от ВМСБ должно поступать около 80 млрд. руб., т. е. для проведения самостоятельных геолого- разведочных работ компаниям оставляют 41% их отчислений на ВМСБ (около 4,6 млрд. руб.). Власти регионов заинтересованы в том, чтобы прибыль от продажи нефти оставалась в регионе в виде инвестиций, поэтому не поощряют вложений в другие регионы.Таблица 1.1.
