Аннотация:It can be concluded that students in high poverty/low achieving schools need the best teachers under the leadership of an effective and experienced leader. Teachers must place emphasis on high expectations for students when the goal is academic excellence. Prinicpal tenure of five yers or more predicts higher academic achievement. The higher the poverty rate, particularly when the rate is 80% or more, the lower the predicited academic achievement. Two variables that influence student achievement are teacher quality and leadership quality. Poverty is hard to overcome, and must be recognized as one of the most important variables in a low performing school. Elements in some high poverty schools, create an environment where poor students can achieve as well or better than affluent students. Leadership, ambitious instruction, and a positive student-centered school climate contribute significantly to student performance. Poverty does not have to dictate academic achievement. Schools must make a conscious effort to develop climate elements that contribute to a positive environment.

Второй датой рождения Интернета принято считать 1983 г. В этом году произошли революционные изменения в программном обеспечении компьютерной связи. Проблема устойчивости глобальной сети была решена внедрением протокола CP/IP, лежащего в основе всемирной сети по нынешний день. Так в 1983 г. образовалась глобальная сеть SF E . В середине 80-х к ней начали активно подключаться академические и научные сети других стран, например академическая сеть Великобритании JA E (Joi ed Academic e work). Годы, когда глобальной сетью руководил Национальный научный фонд США, вошли и историю как эпоха решительной борьбы с попытками коммерциализации сети. Сеть финансировалась па правительственные средства Национальный научный фонд распределял их между узлами и материально наказывал тех, кто пытался иметь от сети побочные доходы. В то же время, развитие сети после внедрения протокола CP/IP значительно ускорилось, и он уже не успевал отслеживать деятельность каждого узла, а с подключением иностранных секторов его роль стала чисто символической.
